Title VI of the Civil Rights Act and the Equal Educational Opportunities Act require districts to provide essential information to LEP parents in a language they can understand — not just IEP-related documents. The OCR/DOJ 2015 Dear Colleague guidance spelled out specific document categories, including most of the list above.

Districts that translate IEPs but ignore the steady stream of family communications are still exposed.
