The standard
34 CFR § 300.9 defines parental consent: the parent has been fully informed of all information relevant to the activity for which consent is sought, in their native language or other mode of communication. 34 CFR § 300.503 requires PWN to be in the parent's native language unless clearly not feasible.
A consent signed on a form the parent could not read is, in the legal sense, uninformed — and a school district that proceeds on that consent is exposed.
